Emergency Response Portal

The Emergency Response Portal (ERP) is a secure, cost-effective platform that enables pipeline operators to safely publish and share their emergency response plans with local emergency response officials. Once vetted and approved for access, authorized emergency personnel can view and download participating operators’ response plans, contact information, counties of operation, and details about the products transported within their jurisdiction.

Mobile FieldForm

Paradigm’s Mobile FieldForm application streamlines field data collection by digitizing paper forms with pre-populated menus and free-text fields, facilitating tasks such as stakeholder engagement, one-call ticket investigations, and right-of-way inspections. Pre-loaded forms, accessible online or offline, can be dispatched to smartphones, tablets, or PCs via a centralized dashboard. Users are notified of new tasks, while administrators can track progress, generate reports, and export data in Excel or PDF formats.

Identified Sites Registry

The Identified Sites Registry (ISR) is a user-friendly, step-by-step platform that enables emergency and public officials to easily share critical location information with pipeline operators. This includes site details in High Consequence Areas (HCAs) near pipeline assets or facilities within their jurisdiction.

Once a site is recorded in ISR, location data—such as latitude, longitude, and property boundaries—is standardized and made available through the Public Awareness Manager (PAM). Operators also receive shapefiles containing the site data, along with information about the stakeholders who submitted the sites.

Public Awareness Manager

Paradigm’s Public Awareness Manager™ (PAM) Enterprise platform is a web-based application that helps pipeline companies document and manage regulatory compliance activities. PAM centralizes all public awareness program data and survey results into one easily accessible database, allowing users to quickly search, view, and manage compliance information. With integrated mapping, reporting, and advanced search capabilities, PAM simplifies audit preparation and streamline compliance management.

  • Report summary and detailed program activities

PAM Express™ provides quick, read-only access to critical public awareness documentation without the query and tracking functionality of PAM Enterprise. Users can open and download right-of-way and liaison program documents and view asset coverage maps.

Training Center

While our face-to-face, scenario-based training remains highly effective for meaningful engagement, Paradigm recognizes the need for flexibility and time efficiency. Paradigm’s Training Center is a self-paced online platform offering the same state-specific training as our annual in-person programs. It’s ideal for those unable to attend in-person sessions, allowing users to progress at their own pace. Training Center is also a valuable complement to our face-to-face training, which includes documentation of those completing the course online.

Virtual Scenario Manager

Scenarios and drills are proven methods for helping emergency response agencies review and refine their response to pipeline emergencies. They also foster valuable collaboration between pipeline operators, emergency personnel, and other key stakeholders. The Virtual Scenario Manager (VSM) enables these scenarios to be conducted online, complementing traditional field and classroom training. Custom scenarios can be tailored to the location of an operator’s assets within a specific jurisdiction, increasing engagement by making the exercises more relevant to local responders and the communities they serve. Pipeline operators receive reports summarizing the scenario and detailing participant involvement.

Public Safety Answering Points

Effective and timely communication with Public Safety Answering Points (PSAPs)—commonly known as 911 centers—in the communities and jurisdictions where pipelines are located is both essential and federally mandated. This requirement was first introduced by the Pipeline and Hazardous Materials Safety Administration (PHMSA) in an advisory bulletin issued in October 2012, and later reinforced in the April 2022 final rule, Pipeline Safety: Requirement of Valve Installation and Minimum Rupture Detection Standards.

In the event of a suspected or confirmed pipeline rupture, operators must immediately notify the local 911 call centerserving the impacted area.

To support compliance with this regulation, Paradigm offers vital tools and resources to help operators:

  • Access direct (non-911) emergency contact numbers
  • Retrieve key contact information for emergency call centers

These resources help pipeline operators establish swift communication with the appropriate emergency response centers, thereby improving public safety and ensuring regulatory compliance.

National Capabilities

Paradigm’s National Capabilities mapping tool helps pipeline operators view asset centerlines, nearby emergency response agencies, and their capabilities. Collaborating with agencies across multiple counties or states can be challenging, but participating in capability outreach programs eases this process. This tool supports collaboration for both small and large systems, featuring integrated measuring tools to calculate distances between pipelines and agency locations, and helping operators identify agencies that may need outreach to provide or update capability information.
