Emergency Official Tiering

49 CFR Part 195.402, 195.440 and API RP 1162 require pipeline operators to establish and maintain liaison with appropriate emergency officials with "emergency response and/or public safety jurisdiction along the pipeline route."

These liaison activities have historically been conducted through verbal and written communications in either a multi-operator group setting, directly from operator employees, or through an operator's annual mail-out program(s).

As pipeline operators consider all factors (results of effectiveness measurement efforts, regulatory feedback and lessons learned from actual incidents) when creating a strategy for communicating with emergency responders, the narrative begins to shift from broad-based activities which simply satisfy the regulatory requirements, towards efforts which are most effective.
