1. Develop Written Public Awareness Program

Pipeline operators must have a written program that complies with State and Federal regulations and aligns with company objectives.

2. Implement Program Objectives Annually

Pipeline operators are required to implement stakeholder outreach including public awareness and damage prevention objectives as outlined in the company’s written program.

3. Document Program Implementation

To ensure compliance, pipeline operators must provide documentation verifying that all outreach measures were conducted. Remember: “If it’s not documented, it didn’t happen."

4. Review Implementation & Track Progress Annually

Every year, the program must undergo an implementation review, which can be conducted internally, by a third party, or through a state or federal audit. This process ensures the program follows the written plan and highlights any needed improvements.

5. Measure Program Implementation Effectiveness

An effectiveness evaluation should be conducted at least every four years to verify that the program is achieving its intended goals, complying with regulatory requirements, and to identify any areas that may need improvement or updates.

6. Identify Program Enhancement Needs or Supplemental Engagement Opportunities

Operators must consider supplemental program enhancements and ensure that any applicable elements are reflected in the written program.
